All cookies are expensive. You just have to save your ChibiPoints. Some cookies are more expensive than others due to popularity and rarity. For example, cookies only available during holidays are a lot more expensive than cookies that you can buy any day of the week.

How do I use a Cookie?
1. Go to your inventory
2. Click on the cookie
3. Select the option "Transform your Chibipet"
4. Choose which pet you want to use it on
5. Enjoy your newly changed pet! (and brag all you want)
